New Build BSOD/Freezing Error

I've been having problems with BSOD or freezing while playing games on my PC. I've changed my motherboard, hard drive, graphics card, and cpu continuing to have the same problem. The only 3 things I haven't changed are my PC Case, Power Supply, and Ram. Which could it be? Some people say that my PSU brand sucks and its my PSU. Others say it's my ram that could be faulty. League, youtube, or anything could cause this problem. I'm going to Fry's today and I want to figure out the problem. The BSOD Error is IRQ_NOT_LESS_OR_EQUAL. THANKS!

My specs are below:
Operating System: Windows 8.1 Pro 64bit
Motherboard: ASUS M5A99X EVO R2.0
CPU: AMD FX-8320 Vishera 8-Core 3.5GHz (4.0GHz Turbo)
Graphics Card: Gigabyte Windforce NVIDIA GeForce GTX 760 2GB
RAM: 8GB Viper Patriot 1600Mhz
Hard Drive: 1TB Seagate HDD 5400RPM + 1TB Western Digital HDD 5400RPM
Power Supply: Raidmax RX-730Z 730w PSU ATX Power Supply
 
Well, the Raidmax is certainly not a great PSU.

But you should also check your RAM for errors. In fact, before replacing stuff, it's usually a good idea to test the components and make sure you replace the failing ones.

Use MEMTEST to check out your RAM.

So I ended up doing the memtest for an hour and I got Pass: 1 and Error: 0. Does that mean that it could just be a bad PSU Brand and I should replace that since I replaced all other components and the ram seems fine?
