BIOS showing correct RAM speed but windows is not

I have 2x 4GB 1866MHz DDR3 RAM. The RAM is set to this speed in the BIOS, however in windows it has been detected as running at 1333MHz. Should i assume that the speed shown in my BIOS is correct, or is windows detecting this frequency correctly.

RAM: 2x 4GB kingston hyperX CAS 9 1866MHz
Motherboard: MSI z97 PCMATE
OS: Windows 8.1, speed shown in performance section of task manager.

run cpu-z ->memory

Should indicate 933 in the memory tab as true freq since this is DDR (Double Data Rate) so 1866 effective
