Why Am I Still Getting The Same Fps With A New PC Build?

Okay so the whole reason why i put my pc together was because i had a bottleneck in my other rig. I had a a8-3870k Quad core 3.0Ghz and a GTX 660 non ti. I asked around and people say yeah thats a bottleneck. So i builded a whole new pc. So new specs are Amd fx 6300 3.5Ghz 6Gb Ram GTX 660 non Ti 600watt psu and a gigabyte 970a-ds3p. Im playing GTA San (SAMP) And my friend says he gets about 100-80 fps everywhere and he has the same graphics card me and him have all the same mods in. But when i play i get 100fps when no one is around and i get about 60fps when there's alittle bit of people around. What did I do wrong in this build?

My build sucks? How? It's Six core Fx 6300 and a GTX 660 Non Ti 2GB SC

The biggest factor for better fps is a better graphic card. You should have get a better graphic card if you worry about fps. But whats wrong with 60 fps? Thats still high

Seriously, at 60 fps, the bottleneck is your monitor, not your CPU.
