CPU High Usage during Idle and Dropping FPS when Gaming

I have an AMD FX 8320 and I just got an ASRock 970de3/u3s3 and ever since I started using it, my PC has been at 10%-30% during Idle. With my old motherboard, which was a Asrock 960gm u3s3, (which is a terrible motherboard) I would always get around 280fps in CS:GO, now with my new motherboard I only get around 90Fps. Usually when My PC is on idle im only around 1%-4% usage. My CPU temps arent high either, as the temps are only at 28-30 degrees Celsius. I also already checked my pc for malware and any viruses. Any suggestions on what this could be?

(BTW Im not posting this for people to tell me to go and buy new hardware.)

Did you do a clean windows install when you changed motherboards? If not there may be old drivers from the last MB that are causing issues.

I just got done doing a clean install of Windows and Im still getting a bit of issues. Sometimes on idle the cpu usage meter will jump up to 20% or higher randomly and go back down to around 1% and it will do hat every few minutes or so. I also know that google chrome is process heavy and when Im using that Its at about 13%. I also have all 8 of my cores being used and im not overclocking.
