i5 4670k is broken?

I upgraded to a new computer just under a month ago, and noticed a few problems with it, but I have no idea what or why it is being caused.

System Specs:
i5-4670k
ASUS Z97M-Plus
4x4GB Kingston HyperX RAM
GTX 760 WINDFORCE
AzzA 850W PSU
2x 1TB Seagate Barracuda

When I ran it the first time I noticed no problems, though I didn't play any games. I overclocked it a couple days later and loaded games on to it. I was getting constant frame drops, games that should be playing at a constant 60 were playing at 45, sometimes 30. I initially thought it was the GPU, but I tried it in my old rig:

Old Rig Specs:
i7 950
DX58SO
3x2GB Corsair RAM
1x320GB Seagate Barracuda
550W Tagan PSU

I was getting a constant 60 fps again with my computer. Following the advice of James Mason, I put the CPU back to stock settings. It lags horribly, even as I am typing this, the words are delayed by a good 10 seconds before they show up.

Here is a screenshot I took before the lag hit, of my computer idling basic tasks and the CPU stuck at 100%. It wasn't, but my display seems to be way behind the rest of my computer. I think this is something to do with the CPU, because it's only affected when I change the clock speeds of my processor.

Any one know why this is happening? I cannot contact Intel support until Tuesday because I work Monday and they are closed on Weekends.

almost certainly a software problem

install windows , then the mb drivers , then the graphics driver
in that order

what operating system are you using ?
a link to the psu please ?

Is there something specific in my Manual I should be looking for?

Damn, I don't really want to reinstall Windows, but it's better then RMAing the CPU and waiting 3 months.

I'm using Windows 7 Ultimate.

AzzA PSU: http://azzatek.com/psaz-850b14.html I have used it for a few years and it has treated me well in a number of different builds, it would not be the problem.

 


should be something about resetting the bios, it doesn't look like there is a reset button so there will be a jumper that you will have to move from pin 1-2 to 2-3 for a few seconds then move it back. it will reset the bios back to factory defaults.

I suspect a setting in the bios is wrong since it was working fine till you overclocked it and when you set everything back to default you still missed something.

This seems to have fixed the severe lag issue, I'll check game performance once it's finished downloading.

Okay, after Payday 2 finished downloading I gave it a try. For the first 30 seconds or so it ran great at a silky smooth 60 fps. But then my CPU randomly started spiking to 100% and causing severe lag every second or so, then it would go right back to normal.

I reset BIOS, ran memtest, no errors, reformatted, installed my mb drivers, installed 344.11 for my 760, then 337.50 because the new one kept crashing. What could the issue be now?
