Solution
It depends on you level of network skills and the features you have on your router.

The obvious solution is to run a cable to his house and he would plug into your network when he wanted to watch. You could also give him your wireless password if there is good enough wireless signal from your router to his house. This is easy because the "person" is deciding which network to connect to and when you are not actually connecting the networks.

To really do this you either use VPN to connect the houses which requires you have the equipment and knowledge to set this up or you use a variation of the cable/wireless connection to the other house and makes changes to the routing in either the end pc or the routers.

It is not a simple or...

It is not a simple or beginner project. The key problem is you need much more advanced devices than the so called "routers" people have. If you are willing to buy other equipment that supports vpn or you have the skills to run third party firmware like dd-wrt you can accomplish this.
