Motherboard bottlenecking CPU and GPU?

Before I switched motherboards to the ASRock 970de3/u3s3, I always had 200+fps with my GTX 750 ti on CSGO. Now that I have switched, I'm experiencing around 80-100fps with the same settings on CSGO. What could be the cause of this? Just to note also, sometimes my CPU usage on idle (with the 970de3/u3s3) will randomly jump up 20%. I don't know if that has anything to do with it or not. But does anyone know what the problem can be? I also did a clean install of windows when I got this mobo, and all of my cores are in use.

Specs:
- AMD FX 8320
- GTX 750
- 8GB Ram
- 450w Thermaltake PSU
- ASRock 970de3/u3s3

I also applied new thermal paste when I switched mobos. And if someone comes to tell me the 8320 isn't compatible with the 970de3, go to micro center and tell them that.

200 fps is pretty hard to maintain with a GTX 750 at 1080p. 100 fps sounds more realistic. I'm thinking you were on a server with fewer players at the time you saw the 200 fps. When a server gets maxed out at 64 players, the CPU has a tremendous amount of work to do to keep track of everyone. It has less time to devote to the gfx card.
But at 80 to 100 fps, you are already way past the 60 fps that your monitor is capable of displaying. So it makes no difference in gameplay. You screen is only going to be refreshed 60 times a second.

Run Ccleaner occasionally to keep the system free of software conflicts, registry errors, and resource wasting crap that can slow it down.

Alright, I got a new mobo and its the Asus M5a97 le 2.0, and Im still getting the same issues. This motherboard is a 970 chipset and is reccomended for the 8320. So do you have any ideas what the problem actually is? Thanks.
