Ok so i had AMD overdrive and ive been using it for a long time and i LOVE it. But recently i Reset my PC to factory settings. Now after i reset my PC to factory settings i reinstalled AMD over drive and it was working fine i was overclocking my FX 8320 to 4.2MHz perfectly fine with no overheating issues ever. But then the other day i had a windows update (i think this is when it started) i went to overclock my CPU and the multiplier bar only goes up to 18.5x when i used to leave it at 21x. This 18.5x only allows it to a mere 3.7MHz to my normal 4.2MHz, and trust me it defiantly shows in the amount of fps i get :p. Was it some kind of setting i had in AMD overdrive, or maybe this is a new version that i need t ochange the settings in or? Oh also i tryed pressing the turbo core control and i can still boly put it up to 20x on that setting aswell.

The AMD Overdrive utility is only really useful as a monitoring tool - In fairness it's a very good one at that. It shows pretty much everything you need to know.

While it's designed to overclock as you say, software overclocking a CPU is super hit and miss; what's worse is that the program hasn't had an update in about 10.6 billion years.
Its stress testing tool is notably weak compared to others, such as Prime95. I observed about 8-10c higher temps in those others.

It's possible an update may have glitched it, if that is the case then I wouldn't hold out much hope on AMD releasing a fix - I mean, to find the program on their site is like trying to find the one golden hair on the buttocks of Rapunzel's male equivalent. Only to...

Only to realise that when you do find it, it's a sour shade of yellow.

Where to go from here? Manually overclock at the BIOS level. If you can remember some of your settings then this process might be easier.
Honestly you could probably get 4.2GHz on an 8320 without even touching the voltage (Make sure it's off 'Auto' though). Also disable TurboCore.

That will have the added advantage of not waiting for a piece of software to load before you can get the speed gains.

I use to have a chip just like yours before i switched to intel and i used to use overdrive as well. But in the end i started using bios. Trust me its much better and safer. Go into bios when ur computer first turns on by hitting delete. From there you can get to the cpu settings and set the multiplier to whatever you want it to be, adjust the voltages, anything. And the good part about it is you can set profiles. Like i had 2, the first was for normal usage like web browsing and watching videos and i left it at stock speeds. The second was for gaming and all i had to do was load the cmos prfile in the bios on startup and the clock speeds were juiced up to where i needed them. This method adds a lot of life to a cpu that is constantly abused and overworked lol. Goodluck :) (def scrap software OCing in the long run)
