Wattage is not everything. Some power supplies are advertised as 400W but can only deliver 200W continuously, while other 400W power supplies can deliver 500W continuously. Your power supply is of a cheap brand. Replace it as soon as possible. It can be as bad as the power supply letting higher voltage through than is allowed. This will damage your components permanently, and you'll have to change many other things than just your power supply.

Change that power supply as soon as possible. Give us your budget, and give us (one of the) store(s) you buy from. We'll assist you in choosing a power supply.

low quality psu units no matter what the labled power is, fail under most circumstances! a gaming pc equipted with a dedicated gpu with supplementary power need, demands at least a decent psu to operate seamlessly!

The OP isn't necessarily wrong. I know my Antec HCG-400 would have no problems handling that configuration, but several cheap 450W PSU's wouldn't. OTH a 300W PSU would be enough to power up that system and load Windows, but it wouldn't be powerful enough to play GPU intensive games.

OP, have you tried using the old PSU (don't play games or run GPU stress tests)?

But guys I dont know if ive told you this but when it worked fine there for like 5 min I tried to put in my 2nd monitor and it was then it started to stay in blackscreen. I dont know what the problem is

2 monitors = more pixels to draw = more power. Even when idle.

Having unstable power can cause a variety of problems. It's the primary thing that needs to be stable, and anything that can cause it needs to be eliminated. Not only for stability, but also for protection of your other components. Without stable power it's very hard to give any recommendation since it makes troubleshooting impossible.

Independent of whether it actually is the problem or not, our first recommendation is to change your power supply. If it doesn't solve the problem, we'll start looking further. Take it or leave it.
