Soooo i've got a bit of a problem...

So I've got a list of PC components i want for a build, and I actually have everything planned out, as you can see with this graph I made

but, I've got a bit of a problem... I've never built a PC before and since its my first time I don't know if i should do it, or if any of you guys know where I can send it do be built. And if so, I would prefer it to be in California since I don't plan on going out of the region to get my PC built.

I can see your problem. But there is a first time for everything. I would go for it. Maybe twenty years ago it would have been hard to do it without any experience. But nowadays there is the Internet and just on YouTube there are thousands if not millions of video tutorials. When you are stuck you should just browse the Internet or ask at forums like this one. In all it really actually shouldn't be too hard. You just need a screwdriver and that's more or less it. Just put the components in the right place screw the together and plug them into the right place. I think when you read the manuals carefully and research a little you would be able to do it.
