BIOS screen cycles wont launch window after adding 2nd HD7950

I have had an ASRock extreme 4 / i3570k setup for a little over a year with a Sapphire HD 7950 Boost. I got a good deal on a second Sapphire HD 7950 so I went out and got an EVGA G2 850 Watt Modular PSU. hooked it all up with the 2nd video card and suddenly could not get in to windows. It boots, shows the BIOS screen, then goes black, then back to BIOS screen... over and over. It launches fine with either GPU in either PCI-E slot, I tried each one in each slot independently and no issues. Am I missing something? Ive searched the internet and cannot seem to find anyone else with this issue.

Speaking of BIOS what is your current BIOS version(Motherboard)? You have all the right parts with a high quality PSU... What else in plugged in to any slot? PCI-1x maybe you have RAID card? though even with anything else AMD crossfire can run in PCI-E 8x/4x. head scratcher that is..

2.90 is the newest bios they show on their site and I flashed that the day I made the post. It is very confusing. I have no other PCI cards in the system. All I have other than the CPU,PSU are an 840 Evo SSD and a 1tb WD Caviar Black Hard drive. I only use it for gaming so it only has essential gaming things :) There seems to be little info regarding this mobo that I could find in a crossfire config other than people just saying they run crossfire on it. One thing I did see is someone said they thought each PCIE would run 8x if you have two cards in, but I dont see anything in the BIOS where I would have to manually enable that.

To add a question to crossfire experts - The cards are both Sapphire Radeon HD7950 OC with Boost. The coolers are slightly different. Could it be that they are slightly different generations that possibly have different BIOS, and how would I go about updating the BIOS to check?
