Should i get above 1600mhz ram motherboard?

I found this : MSI H97 Gaming 3

Can i use it on an i7 4790k and run dual channel 1600 mhz ram (4gb x2) with no problems ?

and i'm looking for a red/black themed mobo with PCIe 3.0, 6gb/s SATA III, USB 3.0, dual channel and at least 2 dimms, ATX with a price range 100$ or below. can you suggest me with the said items above?

And what do you use the PC for?

oh sorry forgot to put some additional info,
I will be using it for 1080p gaming and light video editing and watch HD movies.
Planning to buy, but it's no available anywhere, but yet my mind is set on that beast of a CPU hahaha
no, i'm scared of overclocking.

Is it ok to put the maximum limit of the mobo?
like 1600 mhz ram
32gb ram

coz in the near future i would upgrade it from 4gbx2 to 16gbx2 both in 1600 mhz
and i won't be going Crossfire or SLI

Then go for a Xeon E3-1241 V3,which is cheaper than the 4790K by $30,expanding your budget for the MoBo(or for anything else) by $30.
You also can't OC it,because it's locked.
This would be a great MoBo for it

I would get 16GB of RAM,because editing eats up a lot of RAM.
Get the Crucial Ballistix Sport RAM,but 2x8GB.
