Did I get the wrong CPU?

I ordered a i7-4790k and an ASUS Impact VII directly from Amazon for my new mini-ITX build but when I opened up the box this is what I saw.

Non of the seal are broken, but obviously something happened. I've already contacted Amazon about it, but I was wondering does stuff like this just happen sometimes or is there something very wrong here?

Someone probably returned it with that in it. Or maybe a worker stole one and put the celeron in?

Most likely some bought it, was very careful opening it swapped it with that old celeron, made it look unopened, then returned it to amazon for a refund and amazon resold it without looking at it first.

Yeah. Someone switched them out. Get Amazon to refund you. Who was the seller? What did you pay?

Well if Amazon was the seller, you'll get a refund or they'll send you another CPU. While Amazon is better than Ebay when it comes to purchases, it is possible to have a bad seller, which is why I asked.

If that was the case it wouldn't have been sold as new. It would have been sold as open box.

In a perfect world you are right. But it wouldn't be the first time I have seen Amazon sell a repackaged item as new.
