That has nothing to do with the processor. That's either a network adapter, router or internet connection issue.

Are you using the integrated network controller of your motherboard or do you have a usb or add in card? Are you using wireless?
Any processor is fine for web editing. It's not a very intensive process. If your web development includes rendering video or large raw audio files you might want to go with an i7, otherwise an i3 or i5 is fine. If you plan to do any gaming or use multiple monitor setups with a higher end graphics processor then don't go lower than an i5.

On the AMD side of things, any A8 or A10 would be fine for what you want to do and cost considerably less.

Are you using windows 7 or 8? I'm assuming it's Windows 8 since it's a new system. That tutorial applies to either so it doesn't make much difference.

Pop ups that are out of control are generally malware related and can definitely cause a slow down or complete stop of all internet related activity.
 
Well, I'd at least start with the antivirus, depending on what if anything you use, I'd just use windows defender or another of the free ones like avira free antivirus which is very good too. Make the definition is up to date before you scan.

Then do the malware scan. I recommend Malwarebytes. If nothing comes up there, then do the rootkit scan. I recommend the malwarebytes free rootkit scanner for that too.

Doing all of it wouldn't hurt, but at least do those three to start.

I really don't know why people that don't understand the question or aren't sure, answer.
He is referring to: using multiple virtual machines, using WAMP solutions, Drupal/WP instalations and so on.
These are very havy tasks. If you say "it's not a heavy task" than you don't have a clue what are you talking about.

I myself have the same issue. Currently i have i7-2660, 8Gb ram and i'm lookin into a i7-5820k vs i7-4790k solution also.
So yeah it is difficult.
 
None of those were mentioned and aside from that, this is an old thread that was already solved. Thanks for necroing a dead thread. As compared to running CAD, high end 3D and production video applications, they are not heavy tasks. They are easily handled by most current desktop solutions. In the future, don't necro threads.
