Memory issue... maybe?

I am not entirely sure as to where to put this thread, since I am unsure of whether this is a PSU issue or a RAM issue... (or maybe an entirely different issue).

A PC I have started getting BSODs (0x00000019 and 0x0000001E are two error codes I managed to capture before it restarted) for all kinds of different reasons. A lot of googling on the error codes usually pointed to faulty RAM, however others pointed to graphics card problems and such.

So, I downloaded memtest, put it in a USB and booted from it. Within about 10 minutes sure enough I discovered an error.

For some strange reason however, after letting the test continue, a lot of text on the screen suddenly became garbled. (Could this still be a RAM problem?)

So I was convinced at this point there was a problem with the RAM. I took it out, tested each module one by one instead and on multiple passes, they were fine. So now I was confused. I tested the RAM in another PC, separately and together and they also passed too. I had tested the RAM slots on the original computer with different RAM and that also passed, so it couldn't have been one of the RAM slots itself.

After some googling, I thought it may be a PSU problem. I had put the RAM back into the original computer and started up FurMark and Prime95, and read the 12v rail voltages with a multimeter. The 12v rail shot from 12.32v to 11.76 and stayed around that voltage until I stopped the tests. I had tried the same tests on another PC and the 12v rail stayed pretty much at 12.23v from idle to all-out power draw with a change of about 0.01v overall.

So I don't know what is causing these BSODs. They tend to happen whilst playing a game or after 7-8 hours of contant on-time. Anyone have any ideas? Thanks.

Yes, they are both G.SKILL Ripjaws Z F3-14900CL9Q-16GBZL RAM modules. (Came as a 4-module kit but only using 2 in this computer).

Ever since I've reseated the RAM there seems to be no more problems with it. I don't know how but the RAM seems to be fine now. After running an OCCT PSU test however the system has completely frozen beyond any input response, and had to be forced to shut down with the button. I have since discovered that the PSU is some cheap-o "TESLA 500W Silent PSU" Amazon Link and if that wasn't the cause of the problem, still should be replaced ASAP.
