Ok, I am stumped, hence this plead for help..

I have a EVGA 780 ti 3Gig graphic card. Now is there somewhere that will allow it to get higher than 60 FPS?That seems to be the bottle neck for me on all games with this card. I had a GTX 760 and was getting 100+ FPS. I have not over or underclocked it, it is in the same config that it came in from EVGA.. I have ran Heaven, and a few other benchmark apps, as well as in sims, like pCars, iRacing, LFS, FSX and with all there graphics turned down, and set to NO FPS limit..But still no joy.. Here are my hardware specs.. Any help appreciated..

Win7 64bit HP- SP1 / i7 @ 3.2ghz 6-core/Gigabyte GA-X58A-UD5 Rev2 / EVGA GTX 780 ti 3Gig- / CORSAIR H2O 620 CPU Watercooler /Corsair 1000w PS/ 12gig corsair Vengeance

Solution
its unlikely to be to be a bottleneck with that cpu as it may be old but it will still give any current stock i5 a run for its money and they can handle the 780ti no problem.
chances are vsnc is on in the nvidia control panel. either specifically for the game in the game profiles or in the default settings.
also check bios to make sure your gpu is on the correct default settings of peg mode 1 (for the first pci-e slot) pci-e at 100mhz and x16 speed
other than that check device manager to make sure your drivers are working as they should.
