Security Center does not appear in services

Windows 7 64 bit - At first I found out that the Windows Security Center was not started. I went to control panel and tried to turn it on. I got the message the Windows Security Center can't be started. OK. So, I managed to get to the Services area and found it is not even there to start it.
I ran a complete scan using Norton 360. All Good. I tried a suggestion: run sfc/scannow and that will not even complete. It stops after 59%. I tried net start wscsvc and just got an error message 2185. I tried clicking on some links I saw in posts and they do not even work they say unavailable (maybe old?). So, I thought maybe I would download a different malware program and see if maybe Norton missed something. Well, this computer will not let me download ANY other malware programs. I keep getting a message that they contain a virus even after Norton gave the OK.
wscsvc seems to be gone too. Does anybody know what is going on? I suspect a virus of some sort, but how could Norton let that happen? Please help!

Yes. This laptop was working just fine. I then noticed a red x in the status bar below indicating the Windows Security Center was off. I did not turn it off and am not able to turn it on. This was all of a sudden. I am very good about running my security scans regularly. As I said, this is not even on the list in Services to start it there and the wscsvc file is gone (if that has anything to do with this situation).

It will not let me even up date the Adobe. I keep getting a message to update that and it will not complete that process.
 
It could be a virus or many things.

You can make windows install disk or bootable USB with a legal windows .IOS from microsoft online with your version of windows. Then you have the product key for your installation on a sticker on the bottom of the laptop. This is all you need to reinstall windows.
