Fan Issues With New Build

Hello, I have searched far and wide and I can't seem to find an answer, to my issue, so I finally made an account. Any help would be greatly appreciated.

Issue 1: I can not get my case fan to run. When I plug it into the PSU with the supplied adapter, the computer will not start. I then have to turn off the power, unplug the fan, and only then will the computer start up again. I know the fan works because I plugged it into an old standalone PSU and it runs.

Issue 2: Regarless of port, I can not get any extra fans to run. cpu_fan2, pwr_fan. I'm hoping its just something in BIOS but I have looked all over and can not for the life of me figure it out. (3 pin fan)

Specs:
Gigabyte 990FXA-UD5 Motherboard
AMD FX 6350 CPU
Seasonic X-Series 1050W PSU
2X Sapphire Radeon 7850 HD OCE
8 Gigs RAM
Standard gigabyte case, nothing special

Why on earth do you have a monster PSU like that to power a puny rig?

I suggest you get a PSU tester and validate that your PSU is delivering correct voltages on all outlets.

Failing that you must have either used the wrong cables, or plugged the cables incorrectly. It's unlikely that the PSU will fail and the motherboard will faile at the same time.

I have 5 of them, and the result is the same for 2, didn't test beyond that. Is there something you have to activate in bios or should they just run? Any idea why the computer wont even boot when the case fan is connected?

I have the monsters because they were part of a larger Crypto-mining rig I built, and am now slowly parting for better uses

you think that is why the fans wont run from the board either? Should* they just be firing up?

If it helps toward the diagnosis, when I plug in the power switch, LED's etc that came with the case, they are not working either, but when i plug in my 10 year old dell power switch, it fires up...(still no case or extra fans though)

EDIT:

To clarify, I am plugging the case fan into the Perripherial IDE/SATA port on the PSU. I tried plugging it into the port that I know already works with my HDD's and I got the same result.
