Everything but the power supply looks good, AMD cards are very power hungry, and if you ever wanna upgrade you'd have to upgrade that PSU, I'd suggest you find atleast a 600-700w PSU, other than that everything looks good, an r9 280 can handle anything on high settings, and the i5 is one of the best gaming cpu's you can get ..Ram brand doesn't really make a difference and that hard drive is standard. Keep in mind that a lot of games are poorly optimized so you will run into quite a few that just suck no matter what hardware you have :) Basically I suggest a slightly bigger PSU and you should be good to go. My current setup -
CPU - fx 8350 vishera
RAM -aData 1333mhz 2x 4 gb
PSU - 750w corsair atx
GPU - 7870 ghz + r9 270x crossfired

About $950 is what those cost all together which is a little over what I originally wanted to spend but I can spend that much if I have to. And also do you think it will be able to run almost any game on high?

My system runs everything great except the odd titles that everyone has problems with such as watch dogs, arma 3, saints row 3 and 4. Just examples of poorly optimized games. hope this very long reply helps. :)

Like Canadian Ace said, I'd get a 600W+ PSU just to be on the safe side. It will run games on 1080p rather nicely at the highest settings, save Crysis 3 and co.

Be sure to assemble this build on PCPartPicker as they have their own system for detecting compatibility issues, as well as have a good general idea of how much the entire thing will cost.

thanks for the help, i changed my PSU to a EVGA SuperNOVA NEX 650W 80+ Gold Certified Fully-Modular ATX Power Supply and I also have two more questions.
1. Will I need to buy some sort of cooling system for the CPU or any other part of the PC?
2. Do I need to buy speakers or a sound card or will my motherboard support sound?

1) no you won't need coolingintel has great cooling, you could probably even overclock it another 400-500 mhz before actually needing cooling.and your mobo has onboard sound. no need for extra stuff.
