Sound plays at low volume for one device, but not the other

I have a logitech headset that I usually use, but when I listen to music I use my Skullcandy earbuds. I just plugged in my earbuds and noticed that the volume was unusually low, and I can confirm that they are not faulty for they work just well on my iPod. Should I restart my soundcard, or do you think that it could be the jack?

Do they both use 1/8" jack or is one of them usb? It might be possible that it relates to the resistance of the voice coils being different or perhaps if one is usb it may be slightly amplified internally. If they are both using the same jack check the ends of both headsets to compare that they are EXACTLY the same as there are different styles of plugs out there that utilize the 1/8" jacks.
