CPU Temp Unusually High

CPU: Intel i7-4770k w/ corsair H60 water-cooling
mobo: ASUS Z97-A
RAM: Corsair Vengeance 2 x 4GB 1866 MHz
GPU: ASUS GeForce GTX 760

So my CPU usually runs at about 35C while idle and tonight it suddenly jumped to about 51C, also when playing games or even just skyping it can jump to 65-70C which is troublesome. I have no idea what could have happened so I'm open to any ideas! I'm quite new with custom computers (this one is about a month old) so be gentle with me. Thanks in advance for the help!

Is radiator clogged with dust?

Touch pump and feel for vibration. No vibration? pump is not working.

Test pump power connector on another fan header.

Everything working but temps still high? consider re-seating the pump maybe with new thermal paste.

I'm not seeing any dust or anything else on the heatsink. The fans are all working properly as far as I can see and everything else in the case seems to be pretty cool (mobo at 26C and GPU at 29C).

Any specific way to check if the pump is working?

Definitely feeling the vibrations and can feel the temperature difference in the outflow/inflow. Hmm yeah it looks as if that's my only other option since I'm stumped as to what else to do. I'll give the power connector switch a try, what does that prove exactly?
