What happens if my GPU gets enough wattage but less amperage?

Hi! What will happen if my GPU get enough wattage but less amp.
For eg. a GTX 650 needs lets say 400W and 20amps, but my PSU is of 450watt but gives 15 amps in its 12V rail, what will be the result?

W = Voltage (V) x I (Current/Ampere)

If the current is low, the flow of electricity will be slow and the performance will be slow.

To make the story short, you will experience artifacts and crashes.

To expand on the above, it is Amps that matter and not watts. The fact your 450w PSU can on deliver 15A suggests it is very poor and likely one of the very poor build quality ones. Its time to upgrade your PSU
