The PC turns off immediately after pressing power button

Hello,
Since few days my PC won't turn boot.
At the first time it was probably the PSU (i checked it with the 15-16 pin's) , then i replace it for new one.
After that when i plugged everything and press the power button the fan's of the PSU and the one above the CPU starts for like half-second and then the pc turns off.
I'v tried to boot it without any useful hardware, like HDD and graphic card and nothing helps.
I'v tried to replace the battery on the board.
I'v tried to boot it outside of the pc-case on some wooden pallets,not helps.
After all i'v tried to take out the CPU and just power it with the motherboard and the PCU ,the fan of the PCU doesnt stops!

So now i dont know what else i can do to identify the problem, is it the CPU or the board ?

My PC when it was 'naked' is:
i7 4770k - without overclocking
Gigabyte q87m d2h
8GB*2 Ballistix
Seasonic SS 600BT, 600w - the new PCU.
