Problem in installing windows 8.1

i have a laptop hp2000. it was from the university and its completely lock from usb prot to cd rom and the from the internet. so i started to install new windows. and iam not able to install the windows. iam trying to install new clean windows. so there are some administrator restriction. so i made a bootable usb of win 8.1 and on the start up it doesnt show in the boot options. when i try in enter in the BIOS it has a password which i dont know. so i managed install new window over the old one. during installation when windows restarts it give the message " The computer restarted unexpectedly ot encountered an unexpected error........" so now iam stuck in the middle. iam not able to reach to the desktop. and niether able to boot from the boot menu beacuse usb is not showing there. and dont have the pass for bios setup. So please help me!!!
 
Solution
You should talk to the IT department at your university. It sounds like the laptop was intentionally locked down. They will be able to provide you with the BIOS password and assist with any new software installation.

Most IT departments intentionally do this to prevent people from doing exactly what you're trying to do. You're at the wrong place for help with subverting the University's security measures on THEIR laptop that you're borrowing.
