Building a PC for playing TERA on max settings?

Hey guys! I've recently run into the a huge let down: my laptop can't handle TERA on minimum, as it overheats and crashes whenever I try to play. I looked a bit around online and saw that building a PC is the way to go (my dad's pretty handy with this kinda stuff so I don't even have to do the actual building myself.) so I'm trying to get a good grip on what parts I should buy for playing TERA on max settings with no lag, so I can start saving up the money.

Approximate Purchase Date: Whenever I can actually get the money.

Budget Range: I don't want to surpass 1500-2000€, but really the least the best. I want a simple thing that can play TERA on max.

System Usage from Most to Least Important: Gaming (TERA), everyday simple tasks like digital drawing on SAI, surfing the internet, using Skype, etc.

Parts Not Required: Speakers, mouse, keyboard, monitor.

Preferred Website(s) for Parts: A website that can ship to Portugal (not too costly shipping preferrably!)

Country: Portugal

Parts Preferences: As long as it plays TERA on max, I'm not picky.

Overclocking: No

SLI or Crossfire: No

Monitor Resolution: 1440x900

Additional Comments: My OS is windows 7 64-bit.

Sorry, I'm not too experienced in this kind of thing! Thanks in advance for your help though.

I think you can get stuff from Amazon Spain..if you can, this PC will max out Tera and should provide several years of happy gaming :)

Cases are personal preference so just pick a case you like! The SSD in this build will make loading your PC very fast and if you install games onto the SSD things like map and level loading times should also be fast

PCPartPicker part list / Price breakdown by merchant

CPU: Intel Core i5-4460 3.2GHz Quad-Core Processor (€162.91 @ Amazon Espana)
Motherboard: Asus H97M-E Micro ATX LGA1150 Motherboard (€82.00 @ Amazon Espana)
Memory: G.Skill Ripjaws X Series 8GB (2 x 4GB) DDR3-1600 Memory (€77.95 @ Amazon Espana)
Storage: Crucial...

Dude, I don't know what website to use to get prices for Portugal but check your local online stores for these items:

i5-4590 processor
R9 280 graphics card (you can get the GTX 970 instead if you want to get the best out of the money... this will let you play games 10x more graphic intensive than TERA)
ASRock H97 Pro4 motherboard
8 GB RAM from a company like GSkill/Corsair/Crucial
1 TB Harddrive from Seagate/Western Digital
a SeaSonic M12II 620 power supply. (I don't know what's available in your country)
a Corsair 200R or 300R

No problem at all, neither of the games you mention are hugely demanding so I have no doubt this PC will run them well. The PSU is overkill but it was the cheapest great quality one so I figured why not?! It will allow you to upgrade to a much more powerful graphics card in the future without needing a new PSU or motherboard. Enjoy your PC and please get back in touch if you need help building it.
