8 pin in no go. 8 pin out powers but no display or beep.

A storm hit my PC and now it's not turning on.
I am using:
Intel i5 2500k CPU
4GB Kingston 1333 MHz
Asus GTX 570
Asus P8P67 Motherboard
Corsair CX600 PSU

When I plug in the 8 pin CPU power my PC won't start. No lights turn on where the power switch is but the motherboard lights are on. When I take the 8 pin CPU power out my PC seems to come up fine but nothing comes up onto the display and there is no beep. I am trying to figure out which components are broken. I have stripped the RAM down to 1 2GB stick and I am also using a Noctua DH-14 or 15. Additionally, I have switched the GPU and also PSU outs. The same problems persist.

Backstory:
After the storm my CPU consistently run at 100% after I booted normally. In safe mode it was fine. I then experienced problems with booting and getting errors such as 'Overclocking failed!' even if I had reset all of my Asus EZ overclock settings to normal. Often times I would have to resort to Asus' MemOK! feature to get my PC to boot. After that I decided to install Windows 8.1 fresh (from 7) to maybe see if it was a software issue. After the final boot into Windows 8.1 my PC went out completely. Could this be a BIOS problem?

TL;DL: 8 pin in: no go, no lights. 8 pin out, fans and lights spin no beep. CPU or mobo dead?
