Can I use HyperX Beast 2400 RAM Speed On I7 4790K?
Some say it will work with the i7 4790k some say it i7 4790k can only support 1.5v and not 1.65v. Some say if the mobo support then it O.K and some say it all depend on the profiles and not the stated hardwares.

It'll work perfectly fine. I believe the i7's memory controller only starts having issues above ~3000MHz.

I am NOT worried about the Processor. What I meant was CAN I use 2400Mhz Ram to the full extend which mean it really running at 2400 or do I have to set it down to 1600 so that it won't have any stability issues like BSOD, Hanging, etc

1.65v on the kingston hyperX beast is 100% doable with the i7 4790k. My build is using a I7 4790k and 2400mhz hyperx beast ram, just set up a XMP profile.
and from my knowledge Volting your ram to 1.65v does not void the CPU's warranty
