Need help! New power supply, fans won't turn just graphics card fan connected to motherboard

I had put a new psu in my hp a1700n, it originally had a 300 watt in it. I put a 350 watt in there. I connected everything and turned it on and fans on the motherboard don't work but the graphics board that is plugged directly into the mobocracy runs, at least the fan spins and I can here th had trying to boot. I need help finding out the problem. I'm confused.

I really wish I could help and get specs but I have no idea bout power supplies, sorry, I hope u can easily look them online, the only thing that bugs me bout that solution is that I plugged old ps in and did the hair dryer trick to it to get it to wk, which I did a few times before I got new ps and wks everytime but this time its the same thing now, no fans spin but light is on and hd runs and grap board fan runs. Nothing on screen

If CPU fans aren't spinning, be sure you have connected:
- the 4 pin CPU power connector to the mother board (its Easy to overlook inside a crowded case)
- ALL 24 pins on the main cable to the motherboard (most have 20 pins AND 4 pins on two connectors that you must "Fit" together then plug Both in....
