My Psu makes noise as the cpu loads

I got AMD fx-8120 (125w) + hd 6870.
Xilence 500W psu

I overclocked my cpu and rams,
for two days there were no problem except for a instant restart.
Then i played Watchdogs for approximately two hours, suddenly a noise started, it was coming from psu. It was not like a fan is working so fast it was like electricity and fan. i checked psu it was extremely hot and it was smell like wire burnt. So i shut down pc.
I thought it will be ok after i shut down overclock etc.
Weird thing the noise is now permanent, there is less noise when my cpu does not do anything, as the cpu usage increasing. When i play games it is very noisy.
I disconected my graphic card and still same noise. It is clear that noise level is directly related with cpu usage.
In addition there are very small amount of electrycity is on my computer case sometimes, when i touch it i get shoked, but very small amount.
What is the reason of this and how can i fix it?

Issues like this concerning a PSU should be taken very seriously...different noise, burning smell, temperature, shocks from case.

Strong advice you should take would be: do not power on your PC again, purchase a new PSU - from a branded/reputable manufacturer - and one that FULLY supports your PC's requirements...including any overclocking.

Then, hope that no additional/permanent damage has been done to any other component
