does watch dogs & The Evil Within run on ultra

i3-4150 @3.50 GHZ
GTX 770 SC 2GB
8 GB G.Skill Ripjaws RAM 1600MHZ DDR3

Your Graphics Card is good enough and you have enough RAM for Ultra but your CPU is nowhere near good enough. Your CPU has only 2 cores and you need will need a Quad Core to play on good settings on those games.
You might be able to squeeze medium settings on Evil Within and Low on Watch Dogs with that CPU.
Upgrade your CPU to a powerful Quad Core and then you will be able to play both on Ultra. Your graphics card and RAM don't need to be upgraded and are good enough for Ultra on both games

your cpu will bottleneck your graphic cards, though the i3 haswell is better than ivy bridge .. its most likely you gonna play evil within on High (its more gpu intensive) and with that resolution you may get lucky and play it on Ultra/tweaked ultra. but watch dogs? I'm not sure , this game is a CPU & Ram hunger.
you will need at-least i5 to run watch dogs on ultra
