The internet on my Desktop is really slow, but really fast on any other devices

Hi,
For some reason i get SUPER slow internet on my PC when doing anything. About 2 week ago i was getting 1.5MB download speed on steam solid. Then one day my internet kept doing on and off... on and off ect for 2 days. After that it was working fine again... But on my PC i get like 150kb download on steam and can't even load Google sometimes. But on my phone i can watch videos at 1080p while on skype to people? I run a wirless connection through a brand new wireless adaptor.

I was using a diffrent wirless adaptor thinking that was the problem. I've done 2 full system scans with avast! and no problems. And "hard wire in to rule out"? Not sure what that means

Can you connect an ethernet cable directly from your router to your PC to ensure that you are getting full speed with that method.
