As it says above, im completing my first pc build soon but i wont yet have the OS until about two weeks after. So will it be okay if i turn on the pc and turn it off to see the fans work and lights light up to test? Idk if thats good for it or not so i dont wanna mess it up. I wouldnt be like rapidly turning it off an on or even often but would like to know.
Thanks in advance!

You can cruise around in the BIOS and turn it off without notice. Without an OS running, there is no chance of corruption.

Also, if you are running a modern OS with a filesystem that has journaling, you can even pull the power on most computers, even while they are doing important stuff, and they will still be okay.
(Actually dropped an entire desktop at work during windows updates when I snagged the power cord with my foot, still booted right back up and carried on)
