GTX 750 ti

Was wondering about using a gtx 750 ti for my build.
1. Can I tweak the settings on an overclocked card, so that it does not max out right at gate or is it better to just buy a non-overclocked card?

pcie2 offers half as much bandwidth as pcie 3.
The build will work great with the card.

Overclocking will be somewhat limited. BUT the card is already a great performer for the price.

I plan on using the stock fan on the CPU first and buy the cool master later. Will this be risky with how much heat that is being generated?

If you don't overclock it will be fine, the case you chose offers decent cooling by default.

Ok, since I never tweaked the settings before. How does one un-overclock a graphics card? Would I have to install software or mess with the BIOS? This is my first build so I have no clue how this would work.

Why would you be lowering the overclock? If heat is the concern I wouldnt worry about it. That card is as cool as they come\
