Why won't my hard drive show in windows?

hdd is empty (windows/explorer hides empty drives by default)
hdd is not initalized or not assigned a drive letter (run diskmgmt.msc, rt click on drive and initialize or assign it a letter)
hdd not detected in bios (check cables)

It only shows up on the bottom, not at the top where it has the volume, layout, type, file system, status, etc..
When I right click the bottom it only says convert to dynamic disk, convert to GPT disk, and properties.
Do you know what to do here?
