BSOD immediately after windows logo on boot

My computer suddenly is giving me a BSOD shortly after beginning to boot.
The error it gives me is "SYSTEM THREAD EXCEPTION NOT HANDLED (NETIO.SYS)"
I also noticed, when looking around in my BIOS that my two chassis fans were not detected, and after that I opened the case to look inside at the fans and found they were off, and it seemed all of the cables were tight and not unplugged. Any help would be appreciated.

Mcafee is not installed. I also get the same BSOD as in the original post whenever I try to boot into safe mode.

Before reading that, I decided to let windows do the automatic system restore, and after allowing the restore it has been sitting on a black screen with only the windows 8 logo, no text or progress bars. Is this normal?
