I am running MS flight simulator FSX and have the following:
Motherboard: Asus H87-Plus
Processor: Intel(R) Core (TM) i5-4440 CPU @ 3.10 GHz
Ram: 16 GB
Operating system: 64 bit.
At the present time I have installed Nvidia card 9800 GTX also have installed Ifly aircrafts and PMDG aircrafts.
What would be the best card to install to get great graphics

I would see what kinds of frame rates you are getting with your current setup and then can offer you a better recommendation for a graphics card that would best suit your needs. What details and resolution do you run at?

I get anything between 8 to 32 FPM but fluctuates all the time then sometimes it will just freeze

The 9800 GTX graphics card was an amazing card for it's time at approximately 2008 and I used to own one. Well, The plus version anyway. But as far as what is modern today for less than $400 for great performance, You can find a 970 GTX for about $330-340. If that is above your budget, Let me know, and I can find you something at a more modest price range.

If you are looking for a cheaper card, Then I suggest the 580 GTX. Since prices have dropped in new generations, their prices have dropped. You can buiy one from Microcenter for less than $150.

The price of a GT 640 is actually around $100 and would simply not be worth it as it wouldn't be much of an upgrade from where you are at now. The GT 640 is great for watching movies, but not so much for multiple monitors and flight programs.
