HELP NEEDED! First timer, PC not working!

Hello, this is my first time trying to build a PC and I'm running into trouble. I've been following Youtube video guides (primarily the Newegg How to Build a Computer one) and articles on the build process.
I'm basically doing an external build. I've attached the CPU, CPU fan, memory, and graphics card to the motherboard. I hooked the motherboard to the power supply and pressed the power button on the MB and everything turned on for 2 seconds and then turn off. After about 3 seconds, it will turn back on for 2 seconds and then turn off again. The cycle keeps repeating.
Not sure what happened. I then followed the advice on some threads I googled and took everything apart again to see if I assembled it correctly. Now after putting it all back together again, nothing works! The CPU and graphics card fan doesn't spin!

Gigabyte motherboards can update their BIOS via Q-Flash.

There's a chance the 4790k will at least be stable enough to enter and update the BIOS and there's a chance it will not work at all. The fact that nothing works now yet it did before means you did not plug in a cable somewhere, or it is related to some other trouble shooting issue. It is not due to a BIOS issue.
I would say if you think you've connected everything that the BIOS on the mobo doesnt support that CPU. Without a BIOS update

Since the CPU is a haswell refresh CPU, and it needs BIOS F9 on it before it'll work.

Intel Core i7-4790K 4.00GHz 8MB 350 MHz / 1250 MHz Haswell Refresh 22nm C0 88W 100 F9

If this is the case, only way to fix it is take it into a local PC shop ask them to flash it with a lower spec CPU then put yours back in

Or you'll have to buy another CPU then flash it

What that means is that the Z87 is a chipset by intel. Its meant for the haswells release a year ago. The z97 is a new chipset that supports both devils canyon and haswell (which are the same, devils canyon is just haswell refresh). Z87 cant support the haswell refresh without a bios flash.
 
The problem is before a system will work, the BIOS On the mobo (when you buy it) HAS to have the right BIOS update on it, before anything will work

Once you assemble it. If it doesnt, as you found out this is what can happen. It wont turn on or post.

The only mobos that you can update (AFAIK) are the more recent mobos that support USB BIOS flashback. ASUS mobos.

If you had one of these, you can update a BIOS without installing the CPU. All you need is a PSU.
