I have built an HTPC with H81I-PLUS and G3250.
This cpu has Intel HD Graphics but not sure if it is good enough as HD4000 or HD4400.
What is infact the difference between these intel GPUs and do I need to consider adding a video card to better handle HD playback ? (I do not game)

The integrated HD graphics on that CPU is very weak, even for Intel HD graphics, and installing a PCIe GPU would be a very good idea. It doesn't have to be an expensive one. This would work just fine and be very capable for non-gaming and non-video production use:

Be right back, you need low profile.

What is the difference between the internal GPU in the G3250 and the one in I3/I5 processors ? Is an I3 capable of playing 1080P content (non 3D) ?
I don't mind at all getting a PCI-E card, but I have read some people say that a low end PCI-E will not give better viewing results than the Intel GPU.

That's mostly true, and your CPU graphics will handle most HD video as long as you're not getting into Ultra-HD or high resolution multiple monitor configurations. Try what you have and if it doesn't do what you want, get a cheap GPU that does. You don't invest in something you don't really need that way but can upgrade if needed.

I will try to run without a dedicated GPU for now and see how it goes. I have a 300W PSU that came built in with the SG05 mini-itx case, so if I need to get a GPU the power supply might become an issue..
