Is a Core i5 2500K bottlenecking a r9 290x?

Yes, there will be no problem whatsoever. A 2500k is enough for 290x. Just make sure you plug it in a PCIe x16 slot. (some motherboards have only x16 the first slot, and if you plug something in the 2nd slot, even though the 1st one is free, it will still run at x8)
