Can i format hdd with a different computer?

I want to clean the hdd from what i think is a virus. If not then i can rule out the hdd as one of the potential problems my computer is looping in the boot process. So what would you suggest a usb dock or cable? My preference goes out to the dock so that i can put it in something which is better than letting it sit on a table.

That depends on why you can't get it to boot. Which you won't know until you try. Should also be an if, not a when.
