Is this power supply (Cooler Master GX 550w) enough for MSI R9280x?
It has 44 amperes and 550 watts whereas the Msi r9280x requires 30 amperes on 12V rail and 500 watt psu. So is this enough? And even if i buy a new psu ill go for Corsiar Vs 650w because i cant afford more. So is it worth it to get corsair Vs 650 over GX 550 ?

As MeteorsRaining mentionned, none of these two PSU can handle a R9 280X load.

You will need to get a bigger budget for a PSU. Remember that a PSU is one of the most important component of a computer as it will provide voltage stability and protection against electrical surge. One should not go cheap for a component which will protect your high-cost computer.

EDIT

Refer to this PSU tier list. http://www.tomshardware.com/forum/id-1804779/power-supply-unit-tier-list.html

Since we are talking about R9 280X, such mid-high end GPU need a Tier 2B PSU at the least. Most Tier 3 like the two you mentionned won't do the trick. XFX are fairly cheap for the quality they provide.

Is corsair GS600 a good one? Btw i dont get why are you saying the GX 550w is low quality? it provides 42 Amps on 12 V rail which is much more than required by the card

bad capacitor and bad voltage stability. We talk here of transforming AC current to DC current so there will always be a stability problem.

Since a strong GPU such R9 280X will require big surge of power and big power load, If you power supply cannot provide enough stability for such demands, it will likely overheat, which will shorten PSU life, stability problem may make system crashing. There is also possibility of burning your component (less likely but possible)

But yeah two big problems :
heat
system crash

On this subject, could I ask if this PSU would be DECENT enough for a basic FX AMD build with a Non-X R9 280?:
