Graphics card vendors have discovered that fancy coolers sell for more.
Actually, I like the blower coolers better. They get heat out of the case more efficiently.
GTX970 is actually not a hot card and does not need exotic cooling.
I do not know about Pallit as a vendor, but the guts of all GTX970 cards come from the same source... nvidia.

Palit was a lower end reference card reseller. The recently acquired Gainward and were able to produce semi-custom designed video boards of decent quality. They're fine overall but are just 1 of the many lesser known card manufacture/resellers out there. If you find a decent price on the product you want from them, i would think they should be ok.
