Sick of troubleshooting pc problems, should i buy a new one?

Ok, so my pc is a bit less than 2 years old right now. My friend built it for me. I use it primarily for gaming.
Specs:
OS: windows 7 professional 64 bit
mobo: gigabyte p75-d3 rev 1.1
cpu: intel i5-3570
ram: kingston 8gb 1600 mhz
gpu: gigabyte r9 270x
psu: cooler master 500w
I've been struggling with issues ever since i got it really, first it was the graphics card like less than a year after i got it...That got replaced after like 5 months of troubleshooting. Cause, in my country you cant just RMA it, you need to have solid, concrete proof that the certain component is failing...Plus, even if it is failing and they know it, they still take a month or 2 to give you a new component. I'm really sick of that. Then they replaced my hd7850 with an r9 270x and even made me pay them the difference...So, now, for a few months I've been having sudden issues while gaming, stutters with no fps drops, 1 sec freezes,graphics glitches. I've been monitoring my temps,nothing's wrong. I've tested my graphics card with OCCT (it's not oc'd) and no crashes.
I've tested my processor with intel software and everything was fine. Tested ram with memtest,no errors.Tested HDD with seagate software, nothing wrong.And now, finally i did a clean install of windows,but the issues are still there. I really dont know what to do, I've tried everything...It feels stupid to try and replace any components cause if that doesnt work it will have been a waste of money.Better yet, i feel guilty asking my parents for a new pc less than 2 years after i got this one.
So, what should i do?

I cant sell my graphics, there aren't many people here that would buy a 200 euro graphics card, let alone a used one... As far as testing a power supply i dont have a second one. Also, I don't really know what the voltages are supposed to be, so monitoring wouldn't provide me with any info that i can use...
 
12, 5, and 3. Go into the bios. It will be something like pc health or something to that effect. Where ever it shows your fan speeds. Watch the voltages. Are the steady or fluctuate a bunch. I little is okay. That is what I would do in your situation.
