New PC Not turning on, only mobo leds blink for a second.

My friend built a computer with a new motherboard and CPU. Same gfx card, ram and PSU.

The old PSU was recently tested on an old PC of mine and it seemed to work fine. However, this newly built rig is not turning on, only the leds flash.

Does this sound like a motherboard issue? or perhaps the PSU could fail in his setup but work in mine? (seems unlikely)

I asked him how he connected it and he seemed to have stuff connected correctly, I also asked him to try to turn in on using only CPU and 1/0 ram connected.

I'm not sure if it's possible to turn it on without RAM (I think it is)

Get him to make sure the 24-pin connector (The long one) is in properly, they're known to flash on then off if they're not, after that, I'm stumped, sorry

Yes I believe so. The main cable to the motherboard (the big long socket) and the small 8-pin (I believe it's 8 don't remember) by the CPU socket.

Then the small pins for the power/reset buttons seem correct, I showed him the manual online and he said yes to that.
