How much OC you can do also depends on your PSU. But if you have a really high quality PSU then you can hit upto around 4 GHz. You can go beyond that but I'll recommend a better cooler for that.

I'll recommend this PSU--> SeaSonic G-750 750W 80+ Gold
This if you like watercooling--> Corsair H100i 77.0 CFM Liquid CPU Cooler
 It is abit expensive though but it is the best water cooler, there are other less expensive water cooler's which aren't bad either.
For air cooling--> Phanteks PH-TC14PE
OR
Noctua NH-U14S Both are good can't go wrong with any of them. Go which ever one you like.
