Networking question regarding hosting vpn

Hi everyone, Hope I have come to the right place, I'm looking for a little direction i.e. exactly what I need to look up to solve a problem I am having.

I have been playing playing playstation with my brother for years and its a very good way for us to keep in touch as we live a couple hundred miles apart however he recently moved to university and isnt able to connect to the playstation network through their infrastructure in his dorms.

I will try to explain;

he has a ethernet port only which allows him to use the internet, this is controlled by the university and he is unable to have his own internet installed. He gets 12 meg down, 3 meg up and 24 ping (close sever to where I live), this is less than ideal but perfectly adequate in terms of speeds and performance.

However they have certain port blocking or other filtering which does not allow him to connect directly to PSN via the ethernet cable (not sure what if anyone can tell me what it will likely be), he has asked the network admin to fix it and he said it should work after he changed some stuff and twice it has not worked, now he has said he cant get it going and doesnt know what to suggest as he cannot turn off all the filtering although its perfectly fine for him to use it if he can get it working.

anyway by using connectify he can share his internet from ethernet to laptop to playstation via wifi. this works however he cannot connect to many servers and when he can it is strict nat and doesnt allow him into basically anything (he can connect to me directly in a private lobby though although its barely playable with just the two of us).

the playstation tests at 300kbps down and 200kbps up so its not working anywhere near the maximum ability it could be.

I have a very strong connection (160meg down 15 up & ~10ms ping) what I am hoping is possible is as we can connect to each other perfectly I'm hoping he can essensially connect to me and use my connection giving him the same connectivity (obviously there will be certain bottle necks caused by his connection but this should resolve most of the issues as my connection is via modem and have 0 nat restrictions ect..)

Firstly I would like to ask if this is possible and secondly I would appreciate some guidence (I have plenty of patience and time to learn to do it just need some help!) secondly if there is some much easier way I have completely ignored trying please tell me! He is running windows 8 and has 1 wifi NIC and 1 ethernet NIC however I can purchase a relatively low cost solution if there are some hardware needs to do this..

Your brother will also need a suitable router (able to work as VPN client) in his dorm in order to connect to your VPN server. I don't think PS can be configured to use VPN.
Yes you can create a VPN connecton from his dorm to your home, assuming that this is also not blocked by his college.

There is specific hardware devices and specific software you can use to create a VPN.

The simpilist way for you two to create a VPN and not be depnedent on a specific computer running software is to use a VPN router, or router that can be flashed to DD-WRT.

With the router flashed to DD-WRT (or tomato) you can then set it to accept a VPN connection, then on his pc you just setup your VPN connection.

You will need to either have a static IP at your home or use a dynamic dns service.
You can set a DD-WRT or Tomato router to automatically tell the DDNS service when your ISP changes your IP address.
Wihtout the DDNS, your brother would have to call you to get your new IP address every couple of weeks and then reconfigure the VPN connection on his end.

Thanks for your fast response, sounds promising, is there any way to check if we can connect to each other in this way before I purchase the router?

also I already own this router "Alfa AP121U" I know this router can install open-wrt however it doesnt seem to be on the dd-wrt supported router list, is it possible to perform this kind of tast in open-wrt do you know?

open-vpn runs on open-wrt. The school may block port 1194 so you may have to use a more common one. using tcp 443 so you look like https tends to mostly work but YOUR isp may prevent this. UDP performs better but your odds of getting tcp though a firewall are much higher.
