Mixing same brand, frequency etc but different memory size.

I have 8gbs (2x4 gb) of G-Skill DDR3-1866 PC3-14900 CL9-10-9-28 (I'm not sure what CL9-10-9-28 means) at 1.5v. Can I add 2x8gb sticks of the same brand, frequency, voltage etc? So I would have 2x4gb sticks and 2x8 gb sticks running together.
My motherboard (ASRock Z68 Pro3-M) supports dual channel memory.

yes same brand same speed is the best solution, if you purchase slower or faster you go at the slowest speed.

the CL is timing wait state to access the memory or latency, the smaller the better for the same GIGhz

Thanks, thought it might be but wasn't sure. Just wanting to squeeze some extra life out of my rig (i7 2600, 8gb, gtx 760) for another 18 months or so before committing to Haswell E.
A bit of topic but do you think it would be worth my while replacing the 2600 for a 3770K and over clock it a little as I do some light video editing, and replace my 760 with a used 4gb 680 (as I have seen them go for around £130/$170)?
