Corsair XMS3 Latency

My current RAM- Corsair XMS3 2x2gb 1600mhz (CL9) was just to keep me going for a bit until I upgraded. Just started looking at latency, its expected to be running at 9-9-9-24 but its actually running at 11-11-11-28 which is slower. Is this common?
Bought to buy some new RAM that has latency of 11-11-11-30 (2x4gb 1600mhz), will it be much of difference in general use + gaming.

To run at rated speeds you will either need to enable XMP in BIOS or manually set the timings. The timings will make almost no difference in gaming but multitasking and video or photo editing and rendering may see a small improvement with the lower latency.

Any RAM advertised as DDR3 1600 cas 11 is very old or very low quality. In fact DDR3 2133 is now easily found with cas 9.
