Reinstall Windows on my SSD???

I recently went to what I thought was a trusted site to find a way to make my HDD the default download storage. It had me go into regedit and change some things like program files for my C: (ssd) to my E: (hdd).

Long story short, my OS is messed up now. I can't open a lot of things as an error message occurs saying said file or app cannot be located. I tried to delete regedit and then reinstall, but when I click delete, nothing happens.

Is it ok to delete and then reinstall windows on my ssd? Or is there another way to fix this?

That is the easiest ..... just take off C any data that you want to save, insert the Windows DVD / USB w/ ISO file and format C and reinstall....advisable to disconnect data cable to HD when doing so
