Windows 7 Restore window waay too small to and not scrollable?

I'm running Windows 7 on a Dell XPS Studio 7100
Avast Premium Antivirus
Malwarebytes Premium
Comodo Firewall

When Chrome and Opera refused to access the internet, I tried everything I could think of to get them to work. I figured the next thing was to restore to an earlier time.

So I open the System Restore app and all I get is this teeny windows. I can't scroll around; can't see any options or make any selections. I blindly hit enter a couple times and the machine rebooted, but Windows was unable to restore for some reason.

So, I have a tiny System Restore window and no access to the internet. In fact, none of my apps have access to the internet. But the network icon shows that I'm connected.

I tried rebooting the router, too. I AM able to access the internet from all my other devices. I ran sfc /scannow and there were no integrity violations.

I ran Malwarebytes and it found a PUP which I promptly quarantined. I ran a full antivirus sweep with Avast. No hits on that. And still no change.

So I don't what how to proceed now. Anyone have any ideas?

go into your device manager and find your ethernet controller.uninstall it and reboot windows to see if windows will detect it an reinstall.
